California motorcycle rules

PermitMinimum age 15½. Ages 15½-17½ must show driver education and driver training completion (or hold a Class C license) and a DL 389 course certificate. Under 21: must complete the California Motorcyclist Safety Program (CMSP) course before the instruction permit is issued and hold the permit at least 6 months. 21 and older do not need a permit before applying. M1/M2 instruction permit restrictions: no passengers, no freeway riding, no nighttime riding (handbook p. 5-6).
Skills test or courseDMV motorcycle skills test (pre-trip identification of controls; serpentine ride through five cones 12 ft apart, circle ride, slow ride, gear-shift ride with U-turn) or a CMSP training course certificate (DL 389), which waives the skills test and is valid 12 months. Course required under 21; optional (encouraged) at 21+. Out-of-state courses and insurance-discount course cards are not accepted. An observation road test is required for applicants never licensed for any class who apply for a motorcycle-only license. Three driving-test attempts; $7 retest fee.
Helmet lawUniversal: all riders and passengers of motorcycles, motor-driven cycles and motorized bicycles must wear a U.S. DOT-compliant (FMVSS 218) motorcycle safety helmet (VC §27803; handbook p. 8).
Eye protectionNot required by law; the handbook strongly suggests face and/or eye protection (handbook p. 8-10). Headsets/earplugs in both ears are prohibited unless designed to reduce injurious noise and still allow sirens and horns to be heard (VC §27400).
PassengersInstruction permit holders may not carry passengers. The handbook recommends a proper seat and passenger footrests, and says a child passenger's feet must reach the footrests (handbook p. 36-38). Motorcycles towing trailers: max 55 mph, right lane(s), no carpool lanes (VC §§630, 22406).
Lane splitting or filteringLane splitting is defined in VC §21658.1 (AB 51, 2016) as riding a two-wheeled motorcycle between rows of stopped or moving vehicles in the same lane; the statute lets the CHP develop educational guidelines and it is not prohibited. The handbook (p. 20) describes lane splitting/filtering and warns it can leave the rider vulnerable but does not state the legal rule.
