Alaska motorcycle rules

PermitMotorcycle instruction permit (IM) from age 14 with parental consent (both parents' signed consent under 18): pass the written motorcycle knowledge test and vision test. Valid two years, renewable once. Must be accompanied by and under the supervision and visual observation of a rider on a separate motorcycle who is at least 21 with a valid motorcycle endorsement; daylight only; no passengers. Under 18: permit held six months before a license. Instruction permit fee $15 ($35 REAL ID) (DMV motorcycle page; Alaska Driver Manual REV 10/2025 pp. 3, 13).
Skills test or courseRoad test on a motorcycle of more than 50 cc (two-wheel for M1, three-wheel for M3) at a DMV office or business partner (MSF sites, ABATE of Alaska, Valley ABATE, Kenai Peninsula and Denali Harley-Davidson); applicant provides motorcycle, helmet and eye protection (eye protection if no windshield); testing with a sidecar qualifies for M3 only. The road test is waived with a Motorcycle Safety Foundation course completion certificate, valid for the current or previous calendar year (DMV page; the 2015 manual says one year); the MSF scooter test does not waive the road test. Classes: M1 (16+, any motorcycle over 50 cc, valid 8 years), M2 (special permit for 14-15-year-olds, motor-driven cycles under 50 cc), M3 (16+, three-wheeled over 50 cc). Under 50 cc can be ridden with a basic (Class D) license. Alaska law requires a DMV road test or an approved course, so DMV cannot add a motorcycle class for military stationed out of state. License fee $20 ($40 REAL ID).
PassengersInstruction permit holders may not carry passengers (DMV page). Other passenger rules not stated in the Alaska sections reviewed.
