It's based on New Jersey Driver Manual, Chapter 10: Motorcycle Manual. Practise New Jersey's own motorcycle rules below, then the full motorcycle manual tests.
New Jersey motorcycle rules
| Permit | Motorcycle examination permit: minimum age 17, parent/guardian consent under 18, 6-Point ID, knowledge and vision tests. Permit holders may not ride from one-half hour after sunset to one-half hour before sunrise, carry passengers, or ride on any state toll road or limited-access highway; no accompanying rider is required. Endorsement applicants (already licensed) must practice at least 20 days before the road test. Applicants without a driver license must practice at least 6 months if under 21 or 3 months if over 21 (pp. 167-170). Fee: the manual (p. 169) and the MVC fee page list $5 (non-GDL motorcycle permit, valid 90 days per the fee page), but the license chart on p. 7 shows '$10 + 4 decals'; the MVC does not explain the difference. |
|---|---|
| Skills test or course | Licensed drivers may complete an approved NJ Motorcycle Safety Education Program (MSEP) Basic Rider Course (about 5 hours classroom and 10 hours riding; 100% participation) for knowledge and road test waivers; under 18 the BRC is required. Otherwise an MVC road test (must be 18+) on your own registered and insured motorcycle, with helmet and eye protection: turning and stopping in a box, cone weave/U-turn (cones 12 ft apart, 2-ft offset), quick braking and obstacle swerve; stalling the motorcycle means failing the test (p. 172). A road test on a motorcycle of 231 cc or less restricts the rider to motorcycles of 500 cc or less (restriction '5', must carry an MVC restriction card) unless they completed an MSEP course. Applicants without a driver license get a probationary Class E license for at least one year (BRC completion card only, not a road test waiver), and an unrestricted license at 18+. Trike test or course leads to a 3-wheel-only restriction. |
| Helmet law | Helmets are required by law for motorcycle operators and riders (passengers) in New Jersey (universal law); operators who carry helmetless passengers can be fined (p. 173). Helmets must meet FMVSS 218 (DOT symbol), have a chinstrap and at least four square inches of red, amber or white reflectorized tape on each side (p. 174). Exception: operators of an enclosed three-wheeled vehicle with a cab, automotive seats, seat belts or automotive steering need no helmet (p. 164). |
| Eye protection | Required: operators must wear approved goggles or a face shield unless the motorcycle is equipped with a windscreen (N.J.S.A. 39:3-76.8, 76.9; manual p. 174). Unapproved goggles or face shield is a reason a road test can be refused (p. 37). |
| Passengers | Permit holders may not carry passengers. To carry a passenger the motorcycle must have a proper seat large enough for both and passenger foot pegs, and the passenger must have the same protective equipment as the operator (p. 199). Helmet law applies to passengers. |
